VISUALIZE 311 CALLS: CITYWIDE, BOROUGH-WIDE, IN YOUR DISTRICT & ON YOUR BLOCK
To make 311 maps, simply head over to NYC's 311 site here, where you can refine data using the drop-down menus. For example, for the citywide map below, I chose "All of NYC" under location type, "Sanitation" under service request type, and under "Advanced Search," I chose dates 1/1/2014 -1/1/2015: so, the year of 2014. The darker the area, the more complaints (on a live map, you can click areas for exact amounts). As it turns out, Queens Community District 12, which includes South Jamaica, leads in sanitation complaints, with 6184 complaints. Not a surprise: see here, here, & here. Community District 1 in Staten Island comes in a close second, with 5957 complaints.
To create a 311 map of your block/neighborhood: go here, choose "address" under location type & simply input your address. For the map below, I chose "All Categories" and didn't specify a date range; without dates specified, you'll automatically be shown 311 calls that are still open/unresolved, as well as ones that have been closed very recently. (To create a map with a specific date range, click "Advanced Search"). Yellow circles represent one or more 311 calls. Click them for call info. If there's more than one call, they'll pop up in a list, like so:

You may find months-old "check back later" messages (date of retrieval, 2/11/2015):
